Perceptions and Power: Assessing the Impact of Russia's Influence on Development Cooperation and Attitudes in Africa
As global geopolitics shift, development aid is becoming ever more intertwined with foreign and security policy. Aid does not only influence economic outcomes; it also shapes political preferences, institutional trust, and social attitudes. Yet we know far less about how aid itself responds when new geopolitical actors enter the scene, and what this means for both donors and recipients.

This new EBA report by Maria Perrotta Berlin (SITE) looks at Russia's expanding engagement in Africa and how it may influence both development cooperation and citizens' views. Using an innovative mix of geospatial aid data, public opinion surveys, and conflict mapping, it compares areas with and without Russian (and Wagner-linked) activity - and before/after their arrival.
